Law enforcement believes in strict and a zero-tolerance approach to formally incarcerated gang members, while advocates, family members, school administrators, or employers believe policy and procedure applied now a day to formally incarcerated gang members are too severe and over reaching. What makes these individuals succeed in society and not add to the recidivism rates, harsher policy, or proper rehabilitation outside of prison provided by adequate resources such as education and employment?

Both writers want to make the readers aware of tactics used by law enforcement to combat gangs or gang members, whether or not it is viewed as constitutional or non-constitutional. Bruder condemns these types of overreaching tactics used by law enforcement, such as photo stops, and the abuse of databases which could be merited or not. While Ferguson explains how the same tactics and databases are essential for law enforcement to combat gang crime and influence. The writers engage an intellectual audience who more than likely have no experience or very little experience with law enforcement and gang culture. The writers use both Logos and Ethos to reach their audiences to make aware the logic behind law enforcement’s justification of gang policies and databases, and their effectiveness on gang members, and the positive or negative affects upon the community. Ethos is referred from penal code and professionals tied to this subject such as the authors themselves or law enforcement, specifically gang experts. However, data from actual gang members, ex-gang members, or those directly involved with gang members are not documented. The structure of these essays is to make aware the issues of law enforcement tactics upon gang members to its readers, and to more informational than bias.
